Manifesto for a Safer and More Secure Europe - A Single market approach to testing, auditing and certification in the fire safety and security industry

We support the adoption of pan-European quality schemes for efficient testing, auditing and certification of electronic fire safety and security products, systems and services, based on harmonised one-stop testing schemes.

Such schemes would enable manufacturers to obtain pan-European certification from a single test report. SMEs in particular would benefit from equal access to national markets, free from the burdens of national certification schemes.In the medium to long term, Euralarm would like to see the development of a single European certification route for electronic fire safety and security products, systems and services. The reduction of delays and costs would make European manufacturers more competitive. The lack of a single market reduces economies of scale and, as a result, competitiveness in a global market.

We call on the European Commission, notably DG Home, to recognise the harmful trade barriers caused by the absence of a one-stop testing scheme. We encourage the Commission to adopt a more streamlined process, in line with the principle of mutual recognition.We also ask the European Commission and European test houses to join Euralarm in the development of a single European certification route. Test laboratories and certification bodies should also support the development of onestop testing schemes.
